It is regrettable that Peter Costello's one-month inquiry focuses on tax scales but not tax law reform. He seems cointent to leave the Taxation Commissioner in the role of de facto legislator, and Australian taxpayers forced into the Administrative Appeals Tribunal and the Federal Court
