Retired from the Federal Treasury in 2004. In April 2006 appointed by the SA State Labor Treasurer Kevin Foley to conduct a review of departmental spending. Making the announcement Mr Foley said that Mr Smith would be "identifying the efficiency savings needed to meet all our erlection commitments."
